PPAC was founded in response to a real and growing challenge within the construction industry. Back in 2013–2014, onboarding and verifying construction workers was still a largely manual, paper-based process. During that time, while working on a major construction project, PPAC founder Dean Tuhey witnessed firsthand how even the most thorough compliance procedures could fall short. A fraudulent worker document went undetected despite every expected due diligence check being completed. That experience highlighted a critical weakness in traditional verification methods. It became clear that relying on manual processes was no longer enough to protect contractors, projects, or workers. The industry needed a more secure, efficient, and reliable way to verify workforce identity and compliance. Having spent years in the labour hire sector, Dean understood the realities of construction.
